A brief overview of non-creamy layer certification

The Creamy Layer Certificate, also known as the Other Backward Class Certificate, was introduced in 1993 by former Prime Minister VP Singh. With the implementation of this certificate, the holders of the certificate will be assigned a partial job in the Central Government and the Public Sector. Students who hold the Creamy Layer Certificate enjoy a specific quota at top educational institutions such as IITs and IIMs.

The Dashildar of the concerned state government issues the creamy layer certificate. A caste certificate is basically proof that a person belongs to a particular caste, especially those mentioned in the Constitution of India as ‘listed castes’ or “belonging to other backward classes. In order to bring about equality among all citizens, it is used to give certain privileges to the Scheduled Castes and Scheduled Tribes

Therefore, a caste certificate is mandatory for a person belonging to a Scheduled Caste or a Scheduled Tribe community to avail of such benefits. Consequently, the procedure for obtaining a non-cream layer certificate varies from state to state.

Required Eligibility Criteria

Although the Government of Tamil Nadu has issued the Creamy Layer Certificate, it is mandatory to have an OBC certificate to apply for Central Government jobs. The non-creamy layer certificate is only valid for one year from the date of certification. Considering parental income, it is divided into creamy and non-creamy layers. If the income is more than Rs. 8 lakh, the person will come under the creamy layer. If the income is less than Rs 8 lakh, the person will come under the non-creamy layer.

Eligibility criteria for obtaining Non-Creamy Layer Certificate in TN | OBC certificate income limit in Tamilnadu

  1. Only those belonging to the Creamy Layer can apply for this certificate.
  2. If both parents or any one of the parents is working under Group C and D of the Central Government and parents working under Group II, III, and IV of the Tamil Nadu State Government then he/ she is eligible to apply for this certificate.
  3. If a person is working under Group B of the Central Government or Group I of the State Government of Tamil Nadu, he/ she is eligible.
  4.  This means that if his/ her parents do not receive any income, then the person can apply to OBC.
  5. If the husband is working under the Central Government, his wife is eligible to apply for the OBC certificate by providing that the wife’s parents have no income.

Candidates who are not eligible for Non-Creamy Layer Certificate

  1. BC and MBC but some castes under OBC section of the Central Government cannot apply for this certificate.
  2. Parents working under Group A services such as IPS, IAS and IFS are not eligible to apply for this certificate
  3. If the applicant’s parents are working under Group B and C of the Central Government and working under Group 1 of the State Government, he/ she is not eligible to apply for this certificate.
  4. If the income of the applicant’s parents is more than Rs.8 lakh, they are not eligible to apply for this certificate
  5. Although the applicant’s parents work as a business person, lawyer, doctor or engineer in the private sector and their annual income is more than Rs 8 lakh, they are not eligible to apply for this certificate.

Applicable Income

  • The applicability of the OBC certificate is based on the parent’s income.
  • Consolidate the Rs.8 lakh considering whether the parents are getting any other income besides the annual income.
  • The income received by parents working in the private sector will be considered to consolidate the total amount
  • Agriculture, income from farming does not count.

Note: It is mandatory to have a CAN number to get OBC caste certificate. If you do not have a CAN, you can apply for an OBC Certificate by following the steps below to register a CAN.

  1. Visit the E-Sevai web portal using the link – www.tnesevai.tn.gov.in
  2. Now, tap on the button ‘Citizen Login’ and enter the correct login username and password
  3. After that, enter the Captcha code on the screen and tap on the ‘Login’ button.
  4. As soon as the E-Sevai Dashboard appears, immediately click on the ‘Services’ option on the left side of the screen.
  5. A list by departmental services will appear, now select the ‘Revenue Department’ option
  6. Then, click on the ‘REV-115 Other Backward Classes (OBC) Certificate’ link. You will be automatically redirected to the service page on the Tamil Nadu e-District Internet Portal.
  7. If you want to continue, click the ‘Continue’ button
  8. Now, the claimant search form will be open.
  9. Below are the details of the applicant who need to fill in the details to do the search – CAN number, Name, Father Name, Mobile Number, Email Id, Date of Birth
  10. For CAN registration, click on the ‘Register CAN’ button, fill in the required details on the form and click on the ‘Register’ button to submit the CAN form.
  11. If you are already registered with CAN, your details will appear in the search results. To select a record, you can click the ‘Option’ button and then ‘Continue’.
  12. You can edit your CAN details by selecting ‘Edit Can Details’. If the information is correct we can move on to the next step.
  13. Your details will appear in the uneditable form and will be filled in beforehand. Now, if all the details are correct then accept “Notifications” and then click “Submit”
  14. Next, attach the required documents in the recommended file size and file types
  15. After that, the Charges page will open, displaying the total charges on the screen. Then, select ‘Confirm Payment’ and click on ‘Print Receipt’ to download or print the receipt.
  16. At the end, click the ‘Submit’ button to submit the application and it will be saved as a draft.
  17. Alternatively, you can view it under the “Saved Application” section and check the current status using the ‘Check Status’ section.
